Review of Southeast Asian Solar Energy Market in the First H

Date:2021-03-31 14:49
In the first half of 2016, the development of renewable energy projects in Southeast Asia power plants no longer had an unprecedented strong momentum. So far, no new round of tariff (FiT) subsidies has been introduced in the region, and the market mechanism is gradually taking shape. Solar photovoltaic projects will develop slowly in the short term, but with the economic growth brought about by upcoming new projects, market mechanisms have begun to take effect. Therefore, the electricity market will still show a positive trend. Thailand has launched the first phase of "community solar" bidding and reverse auctions, and has begun planning the second phase of the bidding. At the same time, Thailand's solar policy also encourages "self-satisfaction", which is an off-grid rooftop solar system. In the past, Thailand has discussed a new round of small-scale wind energy reverse auctions (<10MW), but this possibility seems very small. In May 2016, the Philippine National Renewable Energy Commission (National Renewable Energy Commission) proposed to implement the third round of price subsidies, and the Department of Energy (Department of Energy) also announced the renewable energy portfolio standard (renewable energy portfolio standard, as RPS) draft. However, they worry that government subsidies will transfer additional costs to consumers. Therefore, the third round of electricity price subsidies in the Philippines may not be implemented unless the price can reach a very low level, which will not bring additional burden to consumers. In May 2016, Malaysia launched the country's first power plant photovoltaic project. In March 2016, Vietnam revised its seventh national power development plan for the first time, clarifying the goal of solar energy development. Indonesia's renewable energy resources still focus on geothermal projects, which are expected to be expanded to 1,625 MW during the 2016-2018 bidding period. In the first half of the year, renewable energy projects in Southeast Asia only raised US$300 million, and the number of renewable energy projects is expected to decline. But Southeast Asia still has the potential for long-term renewable energy projects. In 2016-2019, the installed capacity in the Southeast region is expected to reach 15.4GW, of which 66% will be solar and wind power.
